Researching my grandfather "Henry Noble"

Need help tracing my grandfather who served in the Spanish American War and was assigned in the Southern Philippines sometime in 1898. His enlistment record shows that he was from Jefferson county in Wisconsin and that he had a brother living there. He also must have Irish connections. My dna test indicates 15% Irish descent.
