William P. Jacobs

I am looking for the parents of William P. Jacobs, Family stories state that he was born in Virginia somewhere between 1765 - 1770's. He was married to Nancy Isbell. They lived in Virginia, Tennesee, and Texas... maybe more states? I cannot find anything about him.
