William Steve Scaggs

I am so frustrated! Can't find the parents of William Steve Scaggs, born Nov. 12, 1880 in Tennessee. He is my husbands great grandfather. He was orphaned as a small child and it is believed that he was raised by his step or half sisters. One of which may have been named Clem or Clementine Stanley. If anyone can help...PLEASE!
