Help with Date and Nationality

Although this photo was with my parents' collection of "old" photos, I don't have a clue as to his identity - no resemblance, no other pictures with him, nothing.  Possible surnames are Dieckroeger, Honroth, Miller, or Schmidt.  Could anyone help with an approximate date and identification of the uniform?  Since all of my ancestors were from Germany, that's my first guess.  The name of the studio is (I think) Schaetzle and the city underneath is Brighton.  There are no marks on the back.  Thank you!
