Looks more late 1890's early 1900's to me but i dont know.

This looks to me, style of clothing-wise, to be around 1900-1910ish. The women's skirts are shorter than before the turn of the century, and the men's collars look more like early 1900's to me.

The hairstyles are more like 1907-1914 hair styles. prior to that women's hair was mostly swept back straight rather than parted.
