Michael Woodley: His German roots and possible name change...

My gr.gr. grandfather, Michael Woodley has me stumped. He was born 10/27/1817 in Baden, Germany, altho on the 1880 US Census he claims to have been born in PA (in the same year his son put down Germany for his father's birthplace). I've searched in vain through the immigration records for him; I'm thinking Woodley isn't really a German name so he probably changed it, but from what?

He married Hannah Shirey before 1847 and they had a daughter, Lena M. on 11/4/1847. Michael & Hannah both died in Berks County, where Michael had served as a watchman for the Railroad.
