Looking for parents WILLIAM SMITH b abt 1775 Georgia lived in Kentucky

I am looking for the parents of WILLIAM SMITH b. abt 1775 Georgia. He and wife and sons were in South Carolina by 1796 and North Carolina in 1799 and 1804. I believe this change due to changing State lines. The family were in Scott county KY by 1810. I believe he married an ALEXANDER in either South Carolina or Georgia. They had 4 Sons - Archibald(Archer) Smith b. 1796 SC lived in Kentucky and was a traveling preacher

          Jesse A. Smith b. 1799 North Carolina found in Owen Kentucky in 1883 Farmer

           Travis Archie Smith b 1804 NC and lived in 1850 "Provost Agent"??  Owen, and 1860 Worthville, Carroll county Kentucky

Does anyone out there know what a Provost Agent is? I am also looking for his Death and Burial locations.

There was also a Daughter Susan Smith, but I have nothing on her.

Does any of this ring a bell with anyone?
